CP Plus vs Hikvision in 2026: Certification, Procurement Rules and RTSP/ONVIF (India)

By The Mama Editorial Team · Factory-floor cameras, India compliance & operations

On BIS's ER list (13 Oct 2026), CP Plus has 100 models in the Security ER column and Hikvision-pattern models have none: all 376 (DS-2CE…, AE-VC…) sit in the analogue column. STQC ER certificates cover 45 CP Plus network cameras and no Hikvision-branded ones. Both brands document RTSP on port 554, with different URL paths.

PIB's release on the land-border procurement order says it "does not apply to procurement by the private sector". For a private factory, the instrument that reaches its purchase is the CRO on the selling side: from 1 Apr 2026 no non-ER CCTV camera may be sold (OM 16.01.2026). Public tenders often go further. One example is a Delhi High Court notice re-inviting quotations for IP cameras and NVRs, due 06.06.2026. It asks for an STQC security test report, ONVIF Profile S/G/T listing, Class-I local supplier status, and an OEM declaration that GB/T 28181 is not installed (notice PDF). That is one buyer's tender, not a rule.

Where brands differ

Mixed estates: adding a Hikvision camera to a CP Plus NVR

  1. On the Hikvision camera (firmware V5.5.0+), go to Configuration > Network > Advanced Settings > Integration Protocol, tick Enable ONVIF, then add a user (how-to v1.0).
  2. On the CP Plus NVR, click Manual Add and set Manufacturer to ONVIF. The RTSP port defaults to 554 and the HTTP port to 80. ONVIF adding is enabled by default under System Service (NVR manual pp.25–26, 93).
  3. If the camera does not appear, check the subnet first (NVR not detecting camera). The profile letters are explained in ONVIF Profile S, T, G, M.

What breaks in a factory

When to call the installer / what to ask the vendor

Ask for the exact model string with its suffix and the BIS R-number. For an IP camera, also ask for the STQC certificate number and expiry. Then ask three more things: whether plain RTSP or only RTSPS is on, whether ONVIF ships enabled, and the firmware build. For a government-linked order, get the tender's own clause list in writing.

Mama reads existing cameras over RTSP or ONVIF and tells the owner how long each machine sat idle. A correctly configured CP Plus or Hikvision stream is all it needs. More at askthemama.com. Leave an email or phone in the form below.

FAQ

Is Hikvision banned in India? Asked repeatedly on techenclave. No order we found names a brand. Since 1 Apr 2026, network cameras need Security ER compliance to be registered and sold, and no Hikvision-branded model is in the ER column of BIS's list or on STQC's ER list as of 13 Oct 2026. Already-installed cameras are covered in Do I have to replace my CCTV.

Is CP Plus a Chinese company? The ownership and registration documents are laid out in Is CP Plus a Chinese company?.

Can I connect a Hikvision camera to a CP Plus NVR? Yes, per both vendors' documents, through ONVIF. Enable ONVIF and create an ONVIF user on the camera, then add it in the NVR with Manufacturer set to ONVIF on port 80, with RTSP on 554.
