Which Big CCTV Brands Are Missing From India's Certification Lists? BIS, STQC and ONVIF by Brand (Oct 2026)
As of 14 Oct 2026, BIS's list of CCTVs complying with the security Essential Requirements (ER) shows zero ER-column models for Hikvision, Dahua, Uniview, TP-Link (VIGI), EZVIZ and Tiandy. Axis has 1 model and Hanwha has 3. Hikvision's only BIS entry is 376 analogue models. None of these brands holds an STQC ER certificate.

A missing entry is a dated observation about a published list. It does not mean a brand is banned. For the legal position on one brand, see Is Hikvision banned in India?.
Verified against
- BIS CRS, List of Registrations and models of CCTVs complying with ER for Security. It had 83 R-number rows when read on 14 Oct 2026.
- BIS CRS, list of product categories, row 41: "CCTV Cameras/CCTV Recorders" under IS 13252 (Part 1):2010 plus the security ER.
- MeitY Office Memorandum W-18/26/2025-IPHW, 16 Jan 2026.
- BIS Registration Department circular, Non-applicability of Security ER to Analog CCTV Cameras, 1 Apr 2025.
- STQC, IoTSCS certified product list as per the ERs, 53 certificates, plus the scheme page notice.
- ONVIF, conformant products database, searched by company with conformance age "All".
- Mama's model dataset, which keeps only rows read directly from these documents (tranches of 7 and 9 Oct 2026). We re-read it against the live BIS list on 14 Oct 2026.
- The BIS page itself says the CCTV model scope must be confirmed with the BIS Registration Department.

ONVIF figures are listings including firmware revisions, not unique models, counted in ONVIF's conformant products database on 14 Oct 2026. One model can appear several times. Each link opens a recent Declaration of Conformity from that company.
Brand name vs registrant: read the right column
BIS prints the manufacturer and the brand in separate columns. A brand can appear on the list only through someone else's factory, and a big name can sit in the manufacturer column without being a brand.
- Hikvision. The name appears only inside the manufacturer "PRAMA HIKVISION INDIA PRIVATE LIMITED" (R-71004456, Registered, valid to 17 Jul 2031). Its brand column is empty, and all 376 entries sit in the analogue column. The separate PRAMA brand is registered by Prama India Private Limited (R-71014834) with 77 ER models, as of 14 Oct 2026.
- Dahua. "Dahua" appears in neither the brand nor the manufacturer column. The only "DH-" models are 64 analogue "DH-HAC" entries under Pacific Cyber Technology (R-71011460), with status Cancelled on 14 Oct 2026. BIS prints no brand for them, and the list does not link Pacific Cyber Technology to Dahua, so this page does not count them as Dahua.
- Axis. The one ER model, AXIS M4216-LV, is registered by SVI (AEC) Company Limited of Cambodia (R-41295655, valid to 22 Aug 2031). The same model holds ONVIF listings dated 13 Jan 2022 and 9 Jul 2026.
- Hanwha. The three ER models are registered by D-Tech Co., Ltd. of South Korea under the brand "Hanwha and device" (valid to 9 Apr 2030). Hanwha Vision Vietnam registers 11 analogue models (HCB-, HCD-, HCO-, HCV-) with no brand printed. It also registers 8 ER models under the brand "ILLUSTRA IQ" (R-41273589), which we do not count as Hanwha.
- Uniview, TP-Link, EZVIZ, Tiandy. Not found in the BIS ER list as brand or manufacturer (checked 14 Oct 2026). Model prefixes these companies use in their ONVIF listings ("IPC2…", "VIGI", "TC-C") were not found either.
Why the ER column is the one that matters
The two columns are different. Since 9 April 2025, BIS has said that non-analogue CCTV cameras need test reports to IS 13252 (Part 1) plus the security ER. Analogue cameras need IS 13252 (Part 1) only, per BIS's 1 Apr 2025 circular, which cites a MeitY notification of 12 Mar 2025.
MeitY's OM of 16 Jan 2026 withdrew the old-stock relaxation. It says "no sale of any CCTV cameras, which do not conform to ERs ... shall be allowed from 01st April, 2026 onwards."
So 376 analogue Hikvision-name entries do not make any Hikvision IP camera ER-compliant. The A–Z view of the same list is in BIS-registered CCTV brands A–Z.
STQC: a frozen list, seven brands
STQC's ER list holds 53 certificates covering Prama, CP Plus, Sparsh, Matrix, Honeywell, Vicon and EQUUS (Mama dataset, re-checked 14 Oct 2026). None of the eight brands in the table holds one.
That gap means less than it looks. STQC's scheme page says the network-camera list "is no longer being updated and is retained solely for historical reference". Since that notice, STQC issues ER test reports for BIS registration under the CRO, so a newer certification would be expected on the BIS list rather than the STQC one. For how the three schemes relate, see STQC ER vs BIS CRS vs PPO.
ONVIF is not an Indian certificate
ONVIF conformance is a vendor's declaration that a firmware version passed ONVIF's interoperability tests. It says nothing about BIS registration or the Indian security ER.
The table shows the gap clearly. As of 14 Oct 2026, Uniview had 2,254 ONVIF listings and no BIS entry, and TP-Link had 188 with no BIS entry. ONVIF tells you a camera will probably talk to your NVR. Only the BIS ER column tells you it can be sold as an ER-compliant camera in India.
Where brands differ
Axis (1 model) and Hanwha (3 models) reach the ER column through one R-number each, registered in another company's name (SVI (AEC) of Cambodia and D-Tech of South Korea). Other global names register at scale: BOSCH has 46 ER models on two R-numbers, held by Bosch Security Systems (Portugal) and Chicony Electronics (Thailand). Indian brands register in bulk under their own name, as with PRAMA's 77 ER models on R-71014834. Before shortlisting a model, check the exact model string, suffix included, in the Certified CCTV Finder. A brand-level "yes" does not cover every model.
What breaks in a factory
- Spares for a mixed fleet. A plant may run on a single-brand NVR. A failed IP camera from a brand with no ER-column models cannot be swapped like-for-like from new stock sold after 1 Apr 2026 (per the MeitY OM). Plan replacements around ONVIF-listed, ER-listed models.
- Analogue lines on a DVR. Analogue cameras are outside the ER. Coax runs across a shop floor can keep working, but this does not make the DVR or the analogue camera ER-compliant.
- Quote vs list mismatch. Installer quotes often drop suffixes. "XNO-A8084R" is on the list. A neighbouring variant may not be.
- Lists move. The ER column grew from 914 model entries in Mama's 9 Oct read to 927 on 14 Oct 2026 (Hi-Focus, Securus and CP Plus added models). Re-check on the day of the purchase order.
When to call the installer / what to ask the vendor
- Ask for the BIS R-number and confirm the exact model sits in the ER column, not the analogue column. You can do this with the certificate checker.
- Ask who the registrant is, and expect it may differ from the brand.
- Ask for the ONVIF Declaration of Conformity for the firmware you will receive.
- For an R-number's full model scope, the BIS page directs you to the Registration Department ([email protected]).
Where Mama fits
Mama reads the cameras a factory already has, over RTSP/ONVIF, and reports machine idle time to the owner. Certification status matters when you buy new cameras. It does not change what an existing camera can see. Leave an email or phone in the form below.
FAQ
Is Dahua BIS certified in India? On 14 Oct 2026, BIS's ER list had no Dahua brand or manufacturer entry. The only "DH-HAC" models are 64 analogue entries under Pacific Cyber Technology, with no brand printed and status Cancelled. The list does not link them to Dahua.
Is TP-Link VIGI BIS approved for CCTV? Not found. TP-Link, VIGI and Tapo did not appear in the BIS ER list on 14 Oct 2026, though TP-Link has 188 ONVIF listings.
Are Axis and Hanwha cameras BIS registered? A few models are. Axis has 1 (AXIS M4216-LV) and Hanwha has 3 (XND-A8084RV, XNO-A8084R, XNV-A8084R), each on an R-number registered in another company's name. Check your exact model.
