How to Check a CCTV Camera's BIS Registration (R-Number) in India
On crsbis.in, open the "ER Certified CCTV" tile, not just the R-number search. It is BIS's list of R-numbers and the exact models that meet the security Essential Requirements, with analogue models in a separate column. Match R-number, brand, status, validity and model. Since 1 April 2026, non-ER cameras may not be sold.

The two lookups and what each one proves
| Lookup | Where | Fields you enter / columns you get | What it proves | Source |
|---|---|---|---|---|
| Search by R-number | crsbis.in → "Search by R-number" tile (direct) | Enter one or more of: Registration Number (R-), Product Name, Model, Brand. The R-number box takes digits only ("Only numeric part is to be enter"), so type 66000299, not R-66000299. Columns: Registration Number, Name of manufacturer, Address of manufacturer, Country, Product name, IS number, Date of grant of licence, Status, Validity, Scope of licence, Brand | The R-number exists, belongs to this manufacturer and brand, and is live | crsbis.in |
| ER Certified CCTV | crsbis.in → "ER Certified CCTV" tile (direct) | No input: one table with an "Export To Excel" button. Columns: R-Number, Name of Manufacturer, Country, Address, Brand, Status of R-Number, Validity, Models Complying with Security ER, Analog CCTV Camera Models | The exact model passed the security ER, or was declared analogue by the manufacturer (self-declaration, no ER test; BIS circular) | BIS ER list |
| BIS CARE app | Android and iOS (published by BIS). The 2021 BIS post names the menu "Verify R-No under CRS"; current wording may differ | Eight-digit R-number, or scan the QR code on a BIS licence document | Same registration data, on a phone | BIS blog (2021); Play listing |
| STQC IoTSCS list | stqc.gov.in | None | Historical only for network cameras. STQC says this list "is no longer being updated" | STQC |
The R-number search page carries its own warning: the ER order "has been implemented w.e.f. 09.04.2025. Hence kindly contact Registration Department (registration[at]bis[dot]gov[dot]in) for approved scope of models" (crsbis.in). So the R-number search confirms a registration, not that a given network-camera model passed the ER. The ER list does that.
What the label means
- R-number. Recent CRS guidance writes it as R- followed by eight digits ("R-xxxxxxxx"). Every R-number on the ER list has that form (BIS 62368 FAQ, Q3; ER list). A registration is tied to the manufacturer, the factory location, the product and the brand. A second factory gets a separate R-number, and each brand has to be registered separately (CRS FAQ Q4, Q10, Q11).
- IS number. Cameras and recorders are registered for safety under IS 13252 (Part 1):2010, via Scheme-II of the BIS Conformity Assessment Regulations, 2018 and MeitY's Compulsory Registration Order, 2021 (BIS guideline, para 1). Newer labels may read IS/IEC 62368-1. Both are valid while the two standards run side by side until 1 Nov 2028, and the R-number stays the same after migration (BIS 62368 FAQ, Q1, Q5).
- Packaging line. A model that complies with the ER "may display" this on its packaging: "This CCTV camera complies with Essential Requirement(s) for Security" (BIS guideline, para 6). It is optional, so its absence proves nothing; the list is the proof.
- Where the mark goes. It belongs on the product and on the packaging. If the product is too small, the packaging alone is allowed (CRS FAQ, Q8).
BIS registration vs STQC: who proves what
| BIS CRS registration (R-number) | Security ER (ER:01) | |
|---|---|---|
| Covers | Electrical safety to IS 13252 / IS/IEC 62368-1, for cameras and recorders | Cybersecurity of network cameras. Analogue cameras are exempt, per MeitY's clarification of 12.03.2025 (BIS circular) |
| Tested by | BIS-recognised lab | Third-party lab test report for each lead model; BIS then issues a letter listing the compliant models (BIS guideline, paras 4, 5A(iii)) |
| Where to check | R-number search | BIS "ER Certified CCTV" list |
| STQC's role | — | STQC says that, per MeitY circular W-18/26/2025-IPHW of 04.02.2026, it "will issue the test report for Security as per the Essential Requirements (ERs) under CRO", applicable for the Public Procurement (Make in India) Order too (STQC). We have seen the circular only as STQC quotes it |
For a private plant, a valid R-number plus the model's presence in the ER column is the check. A government or PSU tender may also ask for the STQC test report itself. See the tender specification template.
Step by step: checking a vendor's quote
- Get the exact model string for every camera and recorder from the quote, suffix included. Series rules allow different housings and lenses, but identical firmware "with matching hash values" (MeitY series guidelines, point 4).
- Open the ER Certified CCTV list and press Ctrl+F for the model. Note which column it sits in.
- Check that row's Status of R-Number and Validity. On 7 Oct 2026 the list showed 83 entries: 73 Registered, 1 Granted, 3 Deferred, 5 Expired and 1 Cancelled. Rows that are no longer live still appear on the list.
- Check the Brand column against the logo on the box. The manufacturer named may be a contract maker. For example, CP PLUS-brand models are listed under Ail Dixon Technologies (R-66000299), and HONEYWELL (Stylized) and Jio entries appear under Vvdn Technologies (ER list). A contract maker is normal; a brand that doesn't match the label is not.
- Run the R-number (digits only) through Search by R-number to confirm the IS number and the date of grant.
- For recorders (NVR/DVR), check the R-number only; the ER list covers cameras. See do NVRs and DVRs need STQC/BIS.
Red flags in vendor documents
- The model sits in the analogue column, but you are buying an IP camera. On 7 Oct 2026, 26 of the 83 entries listed analogue models only. One example is R-71004456 (manufacturer Prama Hikvision India, Brand column blank), whose ER-model column is empty. PRAMA-brand ER models sit under a different R-number held by Prama India Private Limited, R-71014834 (ER list). Brand-level detail: Prama, CP Plus.
- "STQC certificate" from the old IoTSCS network-camera list. STQC calls that list historical (STQC).
- A brand-level letter with no model list. BIS's ER letter names models (BIS guideline, 5A(iii)).
- An R-number that isn't eight digits, or one that returns a different product or brand.
- Validity has lapsed, or the status reads Expired, Cancelled or Deferred.
- "Old stock, still legal." The sell-through relaxation was withdrawn from 1 Apr 2026 (MeitY OM 16.01.2026).
What breaks in a factory
Plants often mix analogue cameras on coax into a DVR with IP cameras on PoE switches. The analogue units belong in the analogue column; the IP units must be in the ER column. Off-list models slip in as breakdown replacements bought from the nearest dealer in a hurry. Keep a one-page approved-model sheet (model, R-number, column, validity) with the maintenance in-charge. Re-check validity dates before each AMC renewal, since registrations are renewed by the manufacturer and can lapse (CRS FAQ, Q13). For installed cameras, see do I have to replace my CCTV in 2026.
What to ask the vendor
Ask for these in writing: the model string, the R-number, the row on the BIS ER list, and the firmware version the ER report covers. Model not on the list? BIS says to write to [email protected] for the approved scope. Background on the rule itself: BIS/STQC 2026 for factory cameras.
Once compliant cameras are on the wall, Mama reads them over RTSP/ONVIF and reports machine idle time to the owner each morning. Leave an email or phone in the form below.
FAQ
How do I check a BIS R-number online? Open crsbis.in, click "Search by R-number" and enter the digits without "R-", or a product name, model or brand. You can also use "Verify R-No under CRS" in the BIS CARE app. For a network camera, also find the model on the "ER Certified CCTV" list.
Is the STQC certificate list still valid for CCTV? STQC says its network-camera list "is no longer being updated" and is kept for historical reference. Use the BIS ER list for current models.
Do analogue CCTV cameras need the security ER? No. MeitY clarified on 12.03.2025 that the ER order does not apply to analogue cameras. They still need BIS registration under IS 13252 (Part 1).
