How Long Does a Factory Camera Rollout Actually Take? (India Timeline)

For a mid-size Indian plant, plan on 8 to 12 weeks from decision to a system you actually trust — not the "one week installation" in the quote. Roughly: one week survey, two to three weeks procurement, two to three weeks cabling inside a running plant, one week commissioning, then three to four weeks of AI tuning nobody budgets for.
If you run 200–1000 workers in Ludhiana, Tirupur, Chakan or Rajkot, the number your integrator quotes is the installation time — the days his team is on your floor. The number you actually care about is the date you start getting a shift report you believe. Those are two different dates, usually about six weeks apart.

- The vendor's "one week" is real, and it is not your timeline. Physical install of 16–24 cameras genuinely runs about 5–8 working days. Everything that slips sits before it (survey, procurement) and after it (tuning).
- Certified stock is now the long pole. From 1 April 2026, MeitY withdrew the concession that let CCTV imported or made before 9 April 2025 still be sold, so no camera may be sold in India unless it conforms to the Essential Requirements (ER-01) notified on 9 April 2024 — on top of the existing BIS/CRS registration (BIS CRS CCTV guidelines, MeitY office memoranda). Certified SKUs go in and out of stock; assume two to three weeks, not two days.
- Cabling is the schedule, not the cameras. At roughly ₹80–₹100 per metre all-in for cable, ISI-marked conduit and labour, a single 30-metre routed run across a shed carries about ₹2,500–₹3,000 — and can only be pulled when that bay is down.
- Height work needs the plant stopped under it. Ceiling runs in a tall weld shop or spinning shed mean scaffold or hydra access, a work-at-height permit, and no production in that bay. This is what forces phasing.
- The AI tuning period is three to four weeks in our experience, and no quote contains it. On day one, a PPE or intrusion model on your floor throws false alerts. Zones, thresholds and shift patterns get corrected against your reality before the alerts are worth reading.
- Compliance runs in parallel, not after. Worker notice, signage and — if women work nights — the written consent and conditions attached by the OSH (Central) Rules, 2026 (SCC Online summary) should be handled during the cabling weeks, not discovered in week 9.
- A 16-camera floor lands near ₹1.3–2 lakh upfront plus a monthly AI layer (full cost breakdown), GST at 18% extra.

Week 1: the survey decides the whole schedule
The survey is a two-hour job that decides two months. Walk it yourself, or send someone who can say yes.
Three things must be settled before a single PO goes out: where the rack lives (panel room, ventilated, lockable, with spare load), how each camera gets back to it (the actual routed cable path, around beams and machine bays, not the straight-line distance), and which bays can be shut and when.

Weeks 2–3: procurement is now slower than it was
This changed in 2026 and most schedules have not caught up. MeitY's office memorandum of 16 January 2026 withdrew, with effect from 1 April 2026, the earlier permission to keep selling CCTV cameras imported or manufactured before 9 April 2025. After that date no sale is permitted of a camera that does not conform to the Essential Requirements notified in the 9 April 2024 gazette — the cybersecurity layer that sits on top of BIS/CRS safety registration, tested at an STQC-designated lab.
Practically: the model your integrator quoted from a 2024 rate card may no longer be sellable, and the certified equivalent may be on a two-to-three week lead. Ask for the certification reference against each model number on the PO, not a general assurance. A substitution slipped in during week 3 to save the schedule is the substitution you will be arguing about when the warranty, the insurer or your own buyer's paperwork asks what is actually on the wall.
Weeks 3–5: cabling a plant that cannot stop
This is the real constraint and the real source of slippage. You are pulling Cat6 through a live factory.
What works in Indian mid-size plants:
- Do the outside first. Gate, weighbridge, yard, perimeter and dispatch need zero production interruption and can run while procurement is still landing. That also puts your fastest-payback cameras up first — see gate and weighbridge coverage.
- Then the corridors and utility areas. Passages, stores, canteen approach, DG room. Low interference, and they cover most of your night-shift compliance path.
- Leave the machine bays for the maintenance window. Sunday shutdown, the weekly preventive-maintenance slot, or the annual Diwali or Pongal shutdown. One bay per window. Never two.
- Reuse existing trays only where they are clean. If your power cable tray is full or unsegregated, run separate conduit — sharing it invites noise and an argument with the electrical inspector.
Monsoon matters. If your rollout crosses June to September, do outdoor and rooftop runs before it, or budget the delay honestly.
Week 5: power is where good rollouts die quietly
Two lines that are almost always missing from the quote.
First, the UPS must cover the PoE switch, not just the recorder. On our own pilot floor, a daytime grid outage on 13 July ran 11:08 to 12:58 — about 110 minutes. The recording machine was a laptop on its own battery and stayed up. The switch, router and PoE cameras had no battery and died at 11:08. So for 110 minutes there was nothing to record, and nobody noticed until we read the power log. A UPS on the recorder alone bought exactly nothing.
Second, size the PoE budget before you buy the switch. A fixed dome typically runs on 802.3af (~15.4 W at the source, ~12.95 W delivered); add IR illuminators or a heater and you are into 802.3at at ~30 W; PTZ heads often want 802.3bt (IEEE 802.3). Weeks 6–10: the tuning period nobody budgets
Here is the gap between "installed" and "working."
On day one an AI layer sees your floor for the first time. It does not know that the trolley path is not a walkway, that the third bay is dark after 6 p.m., that your helmet colour differs by contractor, or that the 20-minute gap at 10:40 is the tea break and not a stoppage. Every one of those produces a wrong alert.
Expect roughly three to four weeks of correction: draw the zones properly, set thresholds against your actual shift rhythm, kill the false positives, confirm the night aim. This needs one named person on your side — usually the production supervisor, about thirty minutes a day. Without that person, the system technically works and nobody uses it. In our experience that is the most common failure mode of camera projects, and it is not a technology problem.
Run compliance in the same weeks: worker notice and signage under the DPDP Act (privacy notice guide), and if women work before 6 a.m. or after 7 p.m., the written consent, safe transport, lighting and CCTV conditions the OSH (Central) Rules, 2026 attach to that shift (checklist). Where your state has notified its own rules under the OSH Code, those govern your plant — check them before you rely on the Central Rules.
Where cameras do not help — and where the rollout can hurt you
- A rollout will not stop a stoppage in month one. You are buying visibility, not intervention. The first month tells you what is happening; the savings come from what you do about it.
- Rushing the cabling to hit a date costs more than the delay. Cable pulled badly through a live bay is the one thing on this list that can genuinely hurt a worker or trip a line.
- Filming a known unfixed hazard creates evidence against you. Under the OSH Code, 2020, a contravention resulting in an accident causing death carries imprisonment up to two years, or a fine of not less than ₹5 lakh, or both (s.103, OSH Code 2020). Footage of a worker reaching into an unguarded nip point proves the nip point was unguarded. Fix the guard first, then film it.
- Some areas must never be covered, at any point in the schedule. Washrooms, changing rooms and rest-area interiors. Cover the approach, not the facility.
- Phasing means you own two systems for a while. Old analogue on some bays, new IP on others, two apps, two retention settings. Plan the cutover date; do not let it drift for a year.
- A rollout during your audit month or peak season is a bad rollout. Push it two weeks. Nothing here is urgent enough to fight your own dispatch schedule.

Only machine-bay ceiling runs need the bay down, because of height access and permits. One bay per weekly maintenance window keeps output untouched and stretches cabling to two or three weeks.
What is the AI tuning period and why is it not in the quote? It is the three to four weeks after commissioning when zones, thresholds and shift patterns get corrected against your real floor so alerts stop being noise. Vendors omit it because it is mostly your time, not theirs. Assign one supervisor about thirty minutes a day, or the system will be ignored.
What is the single most common cause of slippage? No decision-maker on the owner's side. Placement questions, panel-room access, shutdown windows and alert routing all stall waiting for someone who can say yes. Name that person in week 1 and most of the timeline holds.
Should we roll out the whole plant at once? No. Phase it: perimeter and gate first, then corridors and stores, then the production bays. You get value in week 4 instead of week 10, you learn your own cable and power realities cheaply, and you never have more than one bay down at a time.
