Replacing Factory Cameras Without Stopping Production: A Week-by-Week Cutover Plan (India)

By The Mama Editorial Team · Factory-floor cameras, India compliance & operations

Can you replace or add cameras in a running Indian factory without stopping production? As of 14 Oct 2026, yes: in a 16–32 camera plant the cutover usually fits into four to six weeks of night and Sunday work, with the old recorder running until the new system proves itself. Sound Cat6, mounts and recorders can usually stay.

Last checked: 14 Oct 2026

By the Mama Editorial Team. This is general guidance for plant owners and directors, not engineering or legal advice. The four-to-six-week range is our planning assumption, not an industry benchmark.

Key takeaways

First decide which cameras actually change

For each camera, decide whether it stays, stays and feeds software, or goes. Our Hikvision and Dahua keep, add AI or replace guide walks through that decision one camera at a time.

Only cameras marked "replace" enter this plan: failed units, cameras that cannot be secured, expanded zones, or a scope a buyer defined in writing.

New cameras must be sellable under the 2026 rule. The BIS implementation guidelines of 22 October 2024 put both "CCTV Cameras and CCTV Recorders" under compulsory registration against IS 13252 (Part 1), and require a separate ER: 01 security test report for each lead camera model (BIS CRS guidelines, 22 Oct 2024). Check each model number in the Certified CCTV Finder before the PO goes out.

What can be reused, and the test that decides it

Item Usually reused? Test before you decide Replace when
Cat6 / Cat5e cable run (metres) Yes, if the run is within limits Cable certifier or at least a continuity and length test per run; check the run is 90 m or less from patch panel to outlet Run exceeds 90 m, fails the test, is crushed, joined or shares a full power tray
Conduit, trays, junction boxes Yes Visual check for water entry and rust, especially outdoors after the monsoon Cracked, rusted, or rerouted by machine moves
Mounts and brackets Yes, if the new camera fits the hole pattern Compare the new camera's base dimensions with the old bracket Pattern differs, or the bracket is corroded
PoE switch (W per port, W total) Often Compare each new camera's PoE class with the switch's per-port and total budget New cameras need PoE+ (more than 12.95 W) and the switch is 802.3af only
NVR / recorder (channels, Mbps incoming) Often Datasheet says third-party or ONVIF cameras are supported; spare channels; incoming bandwidth covers the new bitrates No ONVIF support, no spare channels, firmware no longer updated, or a buyer requires a registered recorder
Hard disk (TB) Only if young and healthy Recorder's disk health page shows no errors; drive still inside its warranty Errors, out of warranty, or too small for the new bitrate
UPS (VA, minutes) Yes, if it covers the switch Pull mains for five minutes in a quiet hour and watch whether cameras stay up Cameras drop when mains drops

Cable length. ANSI/TIA-568 allows a 100 m horizontal channel: a 90 m permanent link plus 10 m of patch cords in total. The TIA text is paywalled, so we rely on Cabling Installation & Maintenance's summary of the standard.

PoE power. An older 802.3af switch delivers 15.4 W per port at the switch. A PoE+ camera plugged into it can only operate at that level and is expected to flag that power is not enough, per the IEEE 802.3at Task Force's classification notes. Size it with our PoE budget guide.

Disks. Western Digital rates its WD Purple surveillance drives for up to 180 TB a year of workload and backs them with a 3-year limited warranty (WD Purple product brief). A round-the-clock disk past its warranty is the cheapest part to replace and the costliest to lose.

Keep the old recorder running through the cutover

The safest cutover runs two recorders at once for a few weeks: the old NVR keeps recording cameras not yet moved, and the new channels record the replaced ones.

Keep the old recorder powered until the new system's oldest footage covers your retention period. If your buyer, insurer or auditor expects 30 or 45 days of footage, the old disks hold the only copy of those days until the new system has built up its own.

An old recorder kept alive for this period must not be reachable from the internet. Some older Hikvision firmware carries CVE-2021-36260, a command-injection flaw in the web server that the US CISA added to its Known Exploited Vulnerabilities list on 10 January 2022 (NIST NVD record). Close any port forward to it on day one of the cutover, not on the last day.

New cameras going onto the existing NVR must speak a standard it understands. ONVIF Profile S covers an IP camera sending video to a recorder; Profile T adds H.264/H.265 streaming and imaging settings (ONVIF Profile S, ONVIF Profile T). Whether the recorder itself needs certification is a separate question: see do NVRs and DVRs need STQC/BIS certification.

The week-by-week cutover

This is our planning sequence for a 16–32 camera plant on one or two sheds. It assumes the decision list is done and certified cameras have been ordered. For the earlier steps of survey and procurement, see how long a factory camera rollout actually takes.

Week Work When it happens Production impact
0 Test every existing cable run, PoE port and disk; close internet exposure of the old recorder; brief supervisors Day shift, no ladders over machines None
1 Install the recorder side: new switch or NVR in the rack, UPS check, new channels configured Day shift, panel room only None
1–2 Replace outdoor cameras: gate, yard, weighbridge, perimeter Day shift None
2–3 Replace corridor, store and utility cameras Day or evening shift None
3–5 Replace cameras over machine bays, one bay per window Night shift gap or weekly holiday, with the bay below locked out None, if the window holds
5–6 Every replaced camera records a full day and a full night; footage checked and signed off Normal running None
6+ Old cameras removed, old recorder kept until retention is covered Any quiet window None

Run this checklist on each camera before it counts as done:

  1. The camera is on the certified model list and its model number matches the invoice.
  2. Time on the camera matches the recorder, in IST.
  3. The recorder shows it recording continuously, on the schedule you set, at the resolution you paid for.
  4. A clip from 2 p.m. and a clip from 2 a.m. both show the work area clearly, and someone on your side has watched both.
  5. The view still shows what the old camera showed, or the change was agreed in writing.
  6. The old camera covering the same view is still in place until steps 1 to 5 pass.

Night and weekend work: what it costs and what the law says

Working over a running machine is the real risk here: a ladder under a moving crane, a drill above an open press. Bay work belongs in windows when the bay below is stopped and locked out.

The four Labour Codes took effect on 21 November 2025 (PIB), and the Factories Act, 1948 was folded into the OSH Code. Two of its rules shape those windows for your own staff (OSH Code, 2020, Gazette of India). Section 26 limits a worker to six days a week; a worker who loses a weekly holiday gets a compensatory holiday within that month or the next two. Section 27 makes overtime voluntary (it needs the worker's consent) and pays it at twice the ordinary rate of wages, meaning basic plus DA. For a factory, the state makes the working rules; where yours hasn't finalised them under the Codes, its existing factory rules broadly continue, so check your state's overtime ceiling.

The integrator's crew is the integrator's cost. Yours is the electrician and fitter who lock out the bay and restore it.

Worked ₹ example: one machine bay

The figures below are assumptions for illustration. Replace them with your own wage notification and your own contribution per hour.

Item Option A: stop the bay on a weekday Option B: Sunday window
Bay stoppage (hours) 4 0
Assumed contribution lost (₹ per bay-hour) ₹6,000 —
Lost contribution (₹) ₹24,000 ₹0
Own electrician and fitter (₹, assumed ₹1,000 per day each at ordinary rate) ₹1,000 (half a day each) ₹4,000 (a full day each, assumed paid at the double overtime rate, with consent)
Compensatory holiday owed later (days) 0 Up to 2 if they lose their weekly holiday; plan the cover
Total cost to the plant (₹) ₹25,000 ₹4,000 plus two cover days

On these assumptions the Sunday window costs about a sixth of the weekday stop. Even at a quarter of the assumed contribution, a four-hour stop loses ₹6,000, more than the Sunday labour bill.

What to tell supervisors and workers

A camera swap looks like a new surveillance drive, whatever its purpose, and rumours slow a cutover more than cable does.

Give each supervisor three sentences before work starts in their bay:

If the change adds cameras, moves views or adds software that reads the video, update the notice workers are given. Our worker CCTV notice template under DPDP shows what that notice covers. Washrooms, changing rooms and rest-area interiors stay out of every view, before and after the swap.

What a cutover cannot fix

Where Mama fits

Mama reads video from the cameras a plant already has, over RTSP or ONVIF, and every morning sends the owner a short plain-language note on where machine hours and money leaked the day before. It watches machines and flows, and counts people only in aggregate; cameras marked "keep" can feed it while the "replace" pile is still being worked through. More at askthemama.com. FAQ

Do I have to stop production to replace factory cameras? No. Outdoor, corridor and store cameras can be replaced by day; cameras above machine bays go in the night gap or on the weekly holiday, one bay per window.

Can I reuse my existing Cat6 cable for new IP cameras? Usually. A run within TIA-568's 90 m permanent-link limit that passes a cable test can carry a new camera.

Will my old NVR work with new certified cameras? Often, if it supports ONVIF or third-party cameras and has spare channels and incoming bandwidth. Test one camera before buying the rest.

How long should the old recorder keep running? Until the new system's footage covers your retention period: keep 30 days, and it stays on about 30 days after the last camera moves.

Is it illegal to keep old Hikvision or Dahua cameras that still work? No. The 2026 rule governs which cameras may be sold. As of 14 Oct 2026 we found no rule requiring removal of installed cameras; lock them down and replace them for a reason you can name.
