Cameras in Forging and Press Shops: Guarding, Two-Hand Control and the Line Stop
A camera cannot stop a ram. It can prove, in seconds of footage, that a guard was off, a two-hand button was tied down, or a hand went into the die between strokes — the four behaviours behind most Indian press-shop amputations. Fit the interlock first. Use the camera to show it stayed fitted.
If you run a press or forging shop in Ludhiana, Rajkot, Faridabad or the Pune belt, you know the injury profile: fingers and hands, on presses, on a shift where nobody was watching. This page is what a camera honestly adds — and where it adds nothing.

- Presses are where Indian workers lose fingers. Safe in India, which has assisted 11,000+ injured auto-sector workers since 2016, reports more than two-thirds lost a finger, with power presses the leading cause — worn pedals, damaged bolts and missing sensors (CRUSHED, latest edition). An earlier edition found twice as many workers lose fingers on power presses than on other machines (CRUSHED 2023).
- The machine usually warned you first. In CRUSHED 2023, 48% of injured workers in Haryana and Maharashtra blamed machine malfunction, and 54% knew about it before operating — "double stroke" and loose parts commonest. A double stroke is visible on video days before it takes a hand.
- Your official numbers are wrong. In Haryana in 2020, Safe in India supported 803 injured workers while just 36 were reported to DGFASLI. An empty near-miss log is a reporting failure, not a safety record.
- There is no camera mandate for machines. Under the OSH Code, 2020 and the Central Rules 2026 (in force 8 May 2026), CCTV appears only inside the women's night-shift package (SCC Online). Nobody fines you for having no camera on a press. They fine you for the guard.
- One hand is worth roughly ₹11 lakh in compensation alone. Loss of a hand is scheduled at 60% loss of earning capacity under the Fourth Schedule of the Code on Social Security, 2020; a whole index finger is 14%. Add penalty exposure of ₹2–4 lakh for serious bodily injury (OSH Code s.103).
The four behaviours a camera can actually see
Press-shop danger is not random. It is four repeatable habits, all fast, all invisible to a supervisor covering six machines:
- Guard removed or swung clear — to speed up feeding or clear a jam. It goes back on before the shift ends, so the audit sees a guarded press.
- Two-hand control defeated. One button taped, tied or weighted down so the operator feeds with the free hand. The device works only if both hands are genuinely occupied — OSHA's press standard requires controls that "require the use of both hands to trip the press", operated concurrently (29 CFR 1910.217(c)(3)(vii)). A tied button turns a safety device into a foot pedal.
- Reaching into the die between strokes — to straighten a blank, clear a stuck part, pick a component. On a full-revolution clutch press with a repeat fault, that is the classic double-stroke amputation.
- Hot-billet handling. Tongs, scale burns, billets dropped in the walkway, people crossing the hammer line.
Each takes two to four seconds. That is why they survive audits and still take hands, and why video is the only practical way to count how often they happen — the same logic behind camera-based danger-zone detection.
What the law actually requires now — and what it does not
Do not plan off the Factories Act, 1948. It was subsumed when the four Labour Codes came into force on 21 November 2025 (Acuity Law). Your duty to provide safe plant, machinery and systems of work now sits in the OSH Code, 2020, with the detail in the Central Rules 2026 or your state's OSH rules once notified — and the state rules govern your plant.
The clocks are short. A fatal accident is notified immediately; an injury keeping a worker off 48 hours or more, within 12 hours after that 48-hour mark; a dangerous occurrence within 12 hours whether or not anyone was hurt (SCC Online). A press that double-strokes on an empty station is exactly that. Reconstructed from a supervisor's memory next morning, the report will be wrong in ways an inspector notices.
The penalties are real. Section 103: where a contravention causes death, up to two years' imprisonment or a fine of not less than ₹5,00,000; serious bodily injury, up to one year or ₹2,00,000–₹4,00,000.
There is no camera obligation on machines. The only place CCTV appears in the Central Rules is the women's night-shift package — see what the OSH Code 2020 changed for factory CCTV. A vendor claiming the Code requires cameras on your presses is selling, not advising.
Camera versus interlock: draw the line before you buy

Read the left column first. If the row's protection is missing, the camera is a liability, not a control — you are creating a timestamped archive proving you knew.
Surviving a forging bay
Press shops are dusty; forging bays are hostile. Three separate problems, commonly confused:
- Heat. Radiant heat near furnaces, billet shears and hammers. An IP rating says nothing about ambient temperature — IP is an ingress rating only, per IEC 60529. Check the operating-temperature range separately; use shielded or air-purged housings on the hot side.
- Scale and oil mist. Descaling, trimming and die lube throw an abrasive, greasy film that hazes front glass in weeks. Mount out of the plume; put a lens wipe on the weekly rota.
- Vibration. A drop hammer shakes the building; mounts drift out of aim and glands loosen. Use a stiff bracket on structural steel, not a long pendant, and re-check aim monthly. Placement discipline matters more here than camera specs — see where to place cameras on a shop floor.
The near-miss log an auditor or insurer will ask for
Your OEM's supplier audit, your insurer at renewal and an inspector after an incident all want the same thing: evidence that hazards get found and closed before anyone is hurt. Most Indian press shops cannot produce it, because near misses are never written down.
A camera makes that a byproduct. Log every guard-off event, one-handed trip, reach-in and abnormal stroke as a dated line with a clip reference and a closure note. Twenty entries a month with fifteen closed beats a blank register — and it feeds the owner's daily shift report.
On maintenance, borrow the UK regime as good practice though it is not Indian law: HSE requires presses and their safeguards to be thoroughly examined at least every six months, or every 12 months where the tools are fenced exclusively by fixed fencing, plus inspection and test at every tool setting (HSG236). The rupee model for a mid-size press shop
Take a 40-press unit in Ludhiana or Rajkot, one serious hand injury a year, operator aged 30. Compensation for permanent partial disablement is a percentage of the permanent-total figure, itself 60% of monthly wages × the age factor (207.98 at age 30, Sixth Schedule). At a monthly-wage figure of ₹15,000 — s.76(3) lets the Centre notify the figure used, so check the current notification:

That is the cash award alone. The owner's real bill also carries:

Against that, a 12-camera press-shop system runs roughly ₹1.0–1.8 lakh upfront at ₹8,000–15,000 per camera installed, plus ₹12,000–30,000 a month for the AI layer. Year one lands near ₹2.5–5.4 lakh. If your unit is ESI-covered, s.73(3) carves ESIC establishments out of the seven-day report and the cash award runs through ESIC instead. Your compensation exposure shifts; your downtime, audit and prosecution exposure does not.
What cameras do not do — plainly
A camera never replaces a physical guard, light curtain or interlock. No stopping circuit, no safety rating, no functional-safety certification. It cannot stop a ram mid-stroke.
It will not save you in a prosecution if the guard was missing. Footage of a hand entering an unguarded die proves the die was unguarded. Fix the hazard first, then film it to prove it stayed fixed.
It cannot see inside the die. Dies, bolsters, stock racks and the operator's body block the exact area you care about. Cover the approach and the hands, not the shut height.
It does not replace competent maintenance. A camera can flag an abnormal stroke; only a fitter can fix the clutch.
FAQ
Is CCTV mandatory in an Indian press or forging shop? No. The OSH Code, 2020 and the Central Rules 2026 contain no general factory camera mandate. CCTV is prescribed only within the conditions for employing women at night. In a press shop a camera is a management and evidence tool, not a compliance box — the guard is the compliance box.
Can a camera detect that a two-hand control has been tied down? Video can show one-handed operation and a taped or weighted button, and flag the pattern for a supervisor. That is detection after the fact, not prevention. The real fix is a control and supervision regime that makes single-hand tripping impossible, plus follow-through when it is found.
Will an AI camera stop the press if someone reaches in? Treat that claim sceptically. Stopping a press needs a safety-rated device wired into the control circuit — a light curtain or interlock built for the duty. An analytics camera raises an alert, and a press stroke is far shorter than any human response to one.
What footage should I keep after a press injury? Keep the incident window off the recorder. A compensation claim can be preferred up to two years after the accident under s.82 of the Social Security Code — long after a 30-day NVR loop has overwritten. Export the clip, note the device and hash, store it with the incident file.
Do cameras help with an OEM or Tier-1 safety audit? Indirectly but usefully. Auditors want evidence that hazards are found and closed. A dated near-miss log with clip references — guard-off events, reach-ins, abnormal strokes, each with a closure note — answers better than a blank register, provided the physical guarding is genuinely in place.
Where do the cameras go in a forging bay? Operator station and die area first, then the billet furnace and hammer approach, then walkways crossing the hot line. Keep them out of the descaling plume and off long pendants near drop hammers, and check the operating-temperature rating instead of assuming an IP number covers heat.
