Cameras in Indian Cement Plants: Dust, Conveyors and the Silo Nobody Watches

In a cement plant, cameras fail for one reason: abrasive dust. Mount them 8–15 m back from transfer points, in IP66 housings with wipers or air purge, and point them at the four places that cost you money — transfer chutes, belt runs, the packing line and every silo or bunker entry point.

You run a 1–3 MTPA grinding unit or an integrated line with 200–1,000 people on the rolls, somewhere in the Chandrapur, Kalaburagi, Nalgonda, Satna, Chittorgarh or Yerraguntla belt. Why cement is the hardest camera environment in India

Three things are working against you at once.

Abrasion. Clinker and raw-mix dust is angular and hard. Anything in the direct plume of a chute or a bag filter vent gets etched. A polycarbonate dome loses clarity permanently; glass survives longer.

Adhesion. Cement dust plus a Konkan or Chhattisgarh monsoon equals a set film. It does not blow off. It has to be wiped or washed.

Vibration and heat. Crusher houses, mill floors and the kiln hood platform shake constantly and run hot. Cheap plastic mounts crack; the picture jitters until the analytics are useless.

The counter-move is boring and effective: put the camera where the dust isn't. Distance is cheaper than an exotic housing. A 4 MP camera on a good lens at 12 m sees a transfer chute perfectly well and stays clean far longer than the same camera at 3 m. Reserve the wiper and purge housings for the handful of positions where distance is impossible, and specify stainless or powder-coated brackets everywhere. The conveyor: your longest, least-supervised asset

A mid-size integrated plant can run several kilometres of belt across raw material, coal, clinker and cement. The failure pattern is always the same and always slow: material spills at a transfer point, builds under the idlers, an idler seizes, the belt rubs, and hours later you have smoke or a snapped belt.

Cameras help in three specific ways. They show spillage accumulating between shifts. They show a belt tracking off centre before it cuts into the structure. And they let one person in the CCR see a fault at a chute in seconds rather than dispatching someone to walk it.

They do not stop the belt. Pull cords, belt-sway switches, zero-speed switches and fire-resistant belting do that, and no video system substitutes for them. The same logic applies at every nip point and drive pulley; that's a machine guarding and danger-zone problem, and interlocks come first.

The packing plant and the bag-count gap

Every cement plant has a small, permanent discrepancy: bags counted by the packer, bags loaded on the truck, and tonnage on the weighbridge do not agree. Burst bags, re-bagging, manual recounts, a loader who miscounts, and occasionally something less innocent.

Do the arithmetic on your own plant. At 50 kg a bag, a 20-bag daily gap across 300 working days is 300 tonnes a year — somewhere in the range of ₹12–20 lakh of product a year unaccounted for, depending on your realisation. Not company-ending, but well past what the cameras cost.

Cameras close the gap by reconciling three independent records: the counted spout, the truck bay and the weighbridge ticket. When the three disagree, you have footage of that truck, that hour, that bay. Pair it with the gate and weighbridge controls rather than treating packing in isolation.

One compliance note: retail packaged cement carries declarations under the Legal Metrology (Packaged Commodities) Rules, 2011, while cement in bags above 50 kg, and material supplied to industrial or institutional consumers, falls outside those retail declaration requirements (background on the Rule 3 exemptions). Cameras do not solve labelling. A missing packing-date print head does, however, show up on video before a Legal Metrology visit does.

The silo nobody watches

Silo and bunker work is where cement plants kill people. Material bridges or rat-holes, someone goes in or leans in to poke it, and the bridge lets go. It is often contract labour, often at night, often unrecorded.

You cannot put a useful camera inside a silo full of dust. You can put one at the manway, at the top hatch and at the base of the access ladder — covering the standing point, not the vessel. That gives you three things an owner actually wants: proof of who entered and when, an alert when someone climbs at 2 a.m. without a permit open, and a clear record if the worst happens and you are on that 12-hour reporting clock.

Where cameras will not help you — and may hurt

Be clear-eyed about this, because vendors will not be.

What to buy in 2026

Two procurement realities. First, CCTV sold in India has to meet MeitY's Essential Requirements under the Compulsory Registration Order — the relaxation for non-ER-compliant cameras was withdrawn with effect from 1 April 2026 — so ask every vendor for the registration and test certificate, not a promise (full explainer). Second, decide storage before hardware: heavy dust sites generate constant motion, and naive motion recording will fill a disk in days.

Start with 25–40 cameras on a mid-size plant — transfer points, gallery runs, packing, weighbridge, silo access — and expand from what the first quarter's incidents tell you. Run the payback on avoided stoppages and packing shrinkage, not on "security"; our cost breakdown shows the arithmetic.

FAQ

What IP rating do cement plant cameras need? IP66 is the practical minimum for anything outdoors or on a gallery — dust-tight plus protection against powerful water jets, which matters because you will wash these housings. Higher ratings help at wash-down positions, but distance from the dust source and a glass front protect image quality far more than a rating number does.

How long do cameras last in a cement plant? Cameras mounted in the direct dust plume can lose usable image clarity in weeks and often need replacement within a year or two. The same camera at 10–15 m standoff, with quarterly cleaning, behaves like an ordinary factory camera. Placement, not brand, decides your replacement cycle.

Can cameras detect a conveyor belt fire? They can surface smoke, glowing material and abnormal spillage earlier than a walking round would, which buys you minutes. They are not a fire detection system. Fire-resistant belting, spillage control, thermal detection at drives and proper interlocks remain the primary protection.

Do cameras stop cement bag theft? They make discrepancies attributable. When the packer count, the loaded count and the weighbridge ticket disagree, you can pull the footage for that truck and bay. That usually changes behaviour faster than any punishment, because everyone knows the record now exists.

Are cameras mandatory in an Indian cement plant? No general central law mandates CCTV in factories. Some state rules and specific conditions — women's night shifts, certain licence, tender and audit terms — do create obligations. Check whether CCTV is mandatory in Indian factories against your state's OSH rules and your own licence conditions.

Who regulates my captive limestone mine's cameras? Since the labour codes came into force, both sides of the site sit under the OSH Code, 2020 — but mines are a separate chapter enforced by DGMS, while the plant answers to your state's OSH rules and inspectorate. Treat them as two compliance perimeters with one video system, and document retention and access rules for each separately.
