Cameras in Sugar Mills: Cane Yard, Weighbridge and the Crushing Season
A sugar mill's camera money sits at the weighbridge, in the cane yard and around the mill house — not in the office corridor. A 3,500 TCD mill crushing 150 days buys roughly ₹186 crore of cane at the 2025-26 FRP. Half a percent of weighment leakage is about ₹93 lakh, several times what the whole camera system costs.
If you run a mid-size mill in western UP, Marathwada or north Karnataka, you already know the season is not a factory year. It is 150 days of round-the-clock crushing with mostly contract labour, thousands of trolleys, a cane yard that fills faster than it empties, and a clerk on a weighbridge deciding numbers that turn straight into rupees. This page is about where video actually pays in that setup — and where it does not.
Key points
- The season is short and unforgiving. As on 31 January 2026, 515 mills were operating across India and had produced 195.03 lakh tonnes of sugar, against 501 mills and 164.79 lakh tonnes a year earlier — Maharashtra alone ran 206 mills, UP 119 and Karnataka 71 (ISMA fortnightly data via ChiniMandi). ISMA also flagged that cane payment arrears had begun trending upward.
- Cane price is fixed, so leakage is pure loss. The Cabinet approved a Fair and Remunerative Price of ₹355 per quintal at 10.25% recovery for the 2025-26 season, up ₹15 (approval reported 30 April 2025). UP, Uttarakhand and some other states set a State Advised Price above the central FRP, so your effective rate may be higher — but in every case you cannot negotiate it. You can only stop the tonnage from being wrong.
- Weighment is a live enforcement issue, not a theoretical one. The UP Cane Commissioner's office reported inspecting 16,203 cane purchase centres in the 2024-25 season, with 40 weigh-clerk licences suspended, 11 cancelled, 14 FIRs registered and 3,073.91 quintals of illegally purchased cane worth over ₹11.26 lakh seized (ChiniMandi, April 2025). Under-weighing FIRs were filed at centres in Gorakhpur, Lakhimpur, Bareilly and Moradabad.
- The yard is a recovery problem, not a parking problem. Cane deteriorates from the hour it is cut. Every extra hour a loaded trolley waits is sucrose you have already paid for and will not extract.
- Safety law changed under your feet. The Factories Act, 1948 no longer governs you: the OSH Code, 2020 took effect on 21 November 2025, consolidating 13 central labour laws including the Factories Act and the Contract Labour Act, 1970 (KPMG flash alert), with the OSHWC Central Rules, 2026 notified since (Obhan & Associates).
- Mill-house risk is fatal risk — and it lands during maintenance. At Inamdar Sugars, Markumbi village, Bailhongal taluk, Belagavi district, seven workers died in January 2026 when boiling cane juice spilled on them during replacement of valves in an actuated valve control package (ChiniMandi). Note what that was: not a running-plant accident but a maintenance job on a live section. Cameras prevent neither — but they establish who was inside, when, and whether the area had been cleared.
- Cameras are evidence, not authority. They will not fix a rigged load cell, a mukadam's pressure on farmers, or a board that does not want to see the report.
The three leaks, in order of money
Rank them by rupees, not by how visible they are.
1. Weighbridge. Your entire cane bill is computed from two numbers per trolley — gross and tare. On a ~10-tonne trolley, one quintal of manipulation is a 1% error. Across roughly 52,000 loads in a 5.25 lakh-tonne season, at ₹355 a quintal, that is about ₹1.85 crore. Nobody has to be dramatic about it. (That is arithmetic on assumptions, not a measured loss — the point is the order of magnitude.)
2. Cane yard. Queue chaos costs recovery and overtime. It is slower money but it runs 24 hours a day for 150 days.
3. Mill house and yard safety. Low frequency, catastrophic severity, and now a different legal regime.

The weighbridge: what a camera actually proves
A camera on a weighbridge does not weigh anything. It proves the context of the weight. That distinction decides your camera layout.

Two practical rules from Indian yards. First, put a camera on the indicator display itself or, better, overlay the weighbridge reading into the video stream — a weight number burned into a timestamped frame is far harder to argue with than a printout. Second, cover the approach and exit lanes continuously, because the classic manipulations happen off the platform, not on it: partial axle loading, a second pass, a trolley topped up after tare.
Do not confuse this with legal compliance on the instrument. Your weighbridge is a legal-metrology device that must be verified and stamped by the state Legal Metrology department — broadly once every 12 months under Rule 27 of the Legal Metrology (General) Rules, 2011, with re-verification after repair, relocation or a software change. Tampering with a weighing instrument is an offence under the Legal Metrology Act, 2009 in its own right. Video is your internal control layer on top of that certificate, never a substitute for it. The cane yard: queue time is recovery loss
Cane starts losing sucrose the moment it is cut, and losses run faster in heat and with burnt cane. A trolley sitting a day and a half in your yard is cane you have already committed to buy at FRP or SAP, delivering less sugar than the field gave.
Most Indian mills have no honest number for yard dwell time. The gate register says when the parchi was punched; nobody records when the trolley actually tipped. Cameras close that gap: number-plate capture at the gate, at the weighbridge, and at the unloader gives you an arrival-to-tip time for every single load, automatically, for the whole season.
What the owner does with it:
- Dwell-time distribution by day and by shift — where the night gang loses two hours every night.
- Unloader utilisation: is the crane idle while the queue is 400 m long? That is a sequencing problem, not a capacity problem.
- Which harvesting contractor sends cane that sits longest before tipping.
- Evidence for the farmer who says he waited two days. Sometimes he did. Sometimes he did not.

Mill house and season safety under the OSH Code
Your safety obligations no longer sit under the Factories Act, 1948. The OSH Code, 2020, in force since 21 November 2025, subsumed 13 laws including the Factories Act, the Contract Labour Act, 1970 and the Inter-State Migrant Workmen Act, 1979. For a sugar mill this matters more than for most factories, because your season workforce is overwhelmingly contractor-supplied and largely migrant — cutters and yard gangs moving into Maharashtra's mill belt from Beed and the rest of Marathwada, and into western UP from eastern districts and Bihar.
Two provisions bite specifically:
- Contract-labour licensing now applies from 50 workers, up from 20 under the old CLRA regime (India Briefing, OSH Code primer), and the principal employer carries duties for people who are not on your rolls.
- The Code restricts contract labour in core activities, with narrow exceptions including seasonal spikes in volume (PRS legislative tracker). A sugar season is a textbook seasonal spike — but that is a question for your labour counsel, not for a camera vendor, and it is a reason to keep video reporting at the aggregate level rather than tracking named contract workers.
Video helps in three narrow, concrete ways:
- Danger-zone discipline around the cane carrier, unloader, fibrizor and mill house — automated alerts when a person enters an exclusion zone, not a guard staring at a wall of screens. See /safety/machine-guarding-danger-zone-detection/.
- Maintenance-window control. The Belagavi deaths happened during a valve replacement. The camera-shaped question is whether the area was cleared and how many people were inside when the line was opened — which is a permit-to-work discipline that video can record but not enforce.
- Incident reconstruction. A mill with recorded footage answers headcount-and-access questions in an hour instead of a week.

Where cameras will NOT help you — and where they can hurt
Be blunt about this, because vendors will not be.
A camera cannot catch a rigged load cell. If the manipulation is inside the instrument, in the junction box, or in the weighbridge software, video shows a perfectly normal trolley on a perfectly normal platform with a wrong number. Your control there is legal-metrology verification on schedule, an independent test-weight check mid-season, and sealed junction boxes.
A camera does not fix a broken parchi system. Slips issued for cane that never arrived is a records offence, not a video one. It is caught by reconciling gate video counts against the parchi ledger — which only works if someone is actually made responsible for that reconciliation.
Cameras do not manage the mukadam relationship. Harvesting-contractor economics — advances, tonnage pressure, who really controls the cutting gang — is a commercial and human problem. Video that appears to monitor contract workers without addressing their conditions buys you resentment and nothing else.
Cameras can hurt you legally if you are careless. The DPDP Act, 2023 and the DPDP Rules, 2025 — notified 13 November 2025, effective 14 November 2025 — make recording identifiable farmers, drivers and contract workers a personal-data processing activity. The Act's ceiling for failing to take reasonable security safeguards is ₹250 crore, but note the phasing: substantive obligations are enforced from 14 May 2027, so this is a build-now deadline rather than a live penalty today. Cameras can also hurt you politically. In a cooperative mill, footage is discoverable in board politics. Decide before the season who can pull clips, and log every export. A camera system with uncontrolled access is a weapon pointed at whoever currently runs the mill.
A rupee model for one season

Even at the conservative 0.1% assumption, the system is roughly at breakeven on weighbridge control alone — before you count yard dwell time, diesel and bagasse pilferage, or one avoided accident. One season-specific warning: install and commission in the off-season monsoon window, not in October. Once crushing starts you will not get a shutdown to run cable through the mill house, and a half-commissioned system in November is worse than none.
Cooperative versus private: who the report is for
In a private mill, the report goes to the owner or MD and the loop is short. In a cooperative, the same footage sits inside an elected board, a managing director on deputation, and members who are also your cane suppliers — the people on the other side of the weighbridge. With ISMA already flagging rising cane arrears this season, that tension is not hypothetical.
That changes the design, not the hardware:
- Publish a fixed retention period and stick to it, so nobody believes clips are being kept selectively. See /compliance/cctv-footage-retention-period-india-factories/.
- Route the weighment summary to more than one person — MD and chief cane officer at minimum. A control that one man can switch off is not a control.
- Make farmer-facing use explicit: a member who disputes a weighment can ask for his own trolley's clip. That single policy converts the system from "the board is watching us" into "the mill can prove it did not cheat me" — which is exactly what a cooperative needs during arrears season.
FAQ
Is CCTV legally mandatory at a sugar mill weighbridge in India? No — there is no central rule requiring video at a cane weighbridge. What is mandatory is the instrument itself: verification and stamping under legal metrology, broadly annually. Cane commissioners inspect purchase centres aggressively and suspend weigh-clerk licences, but that is enforcement on weighment accuracy, not a camera mandate. Some mills adopt video as a procurement or lender condition. Treat it as commercial self-defence, not compliance.
How many cameras does a mid-size mill need? For a 2,500–5,000 TCD mill, plan roughly 30–50 points: 6–10 at the gate and weighbridge, 8–12 in the cane yard and unloaders, 8–12 in the mill house and boiler area, and the rest on the godown, molasses tanks and ethanol section. Will cameras stop weighbridge manipulation completely? No. They stop the physical variants — partial weighment, double passes, load changes between gross and tare, mismatched vehicles. They cannot detect instrument or software tampering. Pair them with sealed junction boxes, periodic test-weight checks with an independent witness, and legal-metrology verification on schedule.
Do I need to tell cane farmers and contract workers they are being recorded? Yes. Under the DPDP Act, 2023 and the 2025 Rules, recording identifiable people is personal-data processing, with substantive duties enforced from 14 May 2027. Post signage in the local language plus English at the gate, weighbridge and yard, state the purpose and retention period, restrict export rights, and keep cameras out of rest sheds, washrooms and changing areas.
Can the system run through the whole 150-day season without failure? Only if you plan for the environment. Cane yards are dust, bagasse fibre, heat and vibration. Specify IP66/IK10 housings, sealed outdoor junction boxes, surge protection on every external run, UPS-backed switches, and a mid-season lens-cleaning schedule. Budget for two spare cameras on the shelf — a dead weighbridge camera in February cannot wait for a purchase cycle.
Does this work if my mill has poor internet? Yes, with the right architecture. Keep recording local on an NVR at the mill, and send only alerts, thumbnails and the daily summary over the network.
