Rush Reorder: Stitch It on Your Own Floor or Send It to a Job-Worker?

By The Mama Editorial Team · Factory-floor cameras, India compliance & operations

Can you take a rush reorder yourself, or should it go to a job-worker in Tirupur? As of 17 Oct 2026, the answer turns on one split: pieces your free line-minutes can absorb cost you almost no extra wage, while pieces that need overtime cost twice the wage rate under Section 27 of the OSH Code, 2020. Only that second slice competes with a job-worker's quote.

By the Mama Editorial Team. We scope camera and floor-visibility projects for Indian factories. Last checked: 17 Oct 2026. Every ₹ figure in the worked example is a labelled assumption unless a source is linked in the same sentence.

Key takeaways

Why "can I take it?" is the wrong first question

The usual capacity check asks whether the order fits. Our SAM capacity check for a 50,000-piece order walks through that method. A rush reorder needs a different question: how much of it fits for free, and what does the rest cost each way?

Rush reorders arrive when lines are booked. The floor is rarely all free or all full.

Free minutes have almost no extra wage cost, because operators are paid whether they sew or wait. Overtime minutes cost double. A job-worker's minutes cost their quote plus the cost of managing them. Three prices, three blocks of pieces.

Step 1: count the free minutes

Work in minutes, not pieces. The e-PG Pathshala apparel production unit (INFLIBNET) states the rule plainly: "Use Minutes…. Not pieces!"

Required minutes are pieces × SAM. Free minutes are operators × paid minutes × attendance × measured efficiency, on the lines and days that are actually free before the ex-factory date. Our order capacity check calculator does this sum line by line.

Two corrections matter on a rush reorder:

The start-up ramp. The same e-PG unit notes that style changes "will normally mean that during the initial period Efficiency will be lower," and its example ramp runs from 50% on day 1 up through 95% over six days. Budget the full ramp unless your own records show the line reaching rhythm faster on this style.

Short free windows. A line free for four days loses much of them to the ramp. Fragmented free minutes are worth less than one block.

Step 2: price the remainder on your own floor

The rest comes from overtime or from moving another order. Moving another order shifts the risk to its ex-factory date; price that with the late order cost calculator before you treat it as free.

Four things set the overtime price.

Rate. Section 27 of the Occupational Safety, Health and Working Conditions Code, 2020 says overtime is paid "at the rate of twice the rate of wages."

Consent and cap. The same section makes overtime "subject to the consent of such worker," and lets the appropriate government "prescribe the total number of hours of overtime." Your state's rules set that ceiling, so the hours already used this quarter count against it.

The buyer's hours rule. The ETI Base Code, clause 6.4, says total hours "in any 7 day period shall not exceed 60 hours," with exceptions only under clause 6.5. On a six-day, 48-hour week, that leaves 12 hours of overtime a week, or two hours a day. SMETA audits against both law and the Base Code, and "the higher standard always prevails" (Sedex). What auditors check in the registers is covered in SMETA, amfori BSCI and WCA audits on hours and overtime.

Wage base. In Tamil Nadu, the Tailoring Industry schedule (G.O.(2D) No. 29, 31 May 2024, Labour Welfare and Skill Development Department) sets a basic of ₹8,346 a month for a Grade I tailor/machine operator in an export garments manufactory in Zone A (all municipal corporations). It was made under the Minimum Wages Act, 1948 and is still the tailoring order listed on the Labour Department's minimum-wages page (checked 17 Oct 2026).

The same order adds dearness allowance of ₹33.94 a month for every point the average Chennai City CPI rises above 218, recalculated every 1 April. Take the current DA from the Labour Department before you fix a rate.

Knitwear units may instead fall under the Hosiery and Knitwear Manufactory schedule. G.O.(2D) No. 2 of 18 February 2025 sets tailoring there at ₹8,098, plus ₹23.19 per point above 196, the 2012 average of the Chennai City CPI.

Our overtime cost calculator turns your actual wage into a per-hour overtime cost.

Step 3: price the job-worker at landed cost

A job-worker's per-piece quote is only the start. Published Tirupur job-work stitching rates per piece were not found in the public material we reviewed, including the Tiruppur Exporters' Association's statements in trade press (checked 17 Oct 2026). Use your own quotes. The landed cost adds four items:

  1. Transport of cut panels out and stitched garments back.
  2. Your QC at their unit, because end-line rejection at your factory is too late on a rush order.
  3. Extra rework and rejections if their defect rate runs above yours.
  4. Delay risk: the chance they slip, times what a slip costs you (air freight, discount, a lost reorder).

Under Section 143 of the CGST Act, you can send inputs to a job-worker without paying tax, provided they are brought back or supplied onward within one year. The section also states that "the responsibility for keeping proper accounts for the inputs" lies with you, the principal. Settle challans and accounting with your CA before the panels leave.

Worked example: 20,000 pieces, 18 sewing days

Everything below is an assumption for illustration. Swap in your own figures.

Can overtime even cover the remainder? Two hours a day on all four lines, at an assumed 50% evening efficiency, gives 40 × 120 × 0.92 × 0.50 ÷ 12 ≈ 184 pieces per line-day. Over 18 days that is 4 × 18 × 184 ≈ 13,250 pieces. That is just enough, but it uses the full 12 hours a week the ETI 60-hour limit leaves on a 48-hour week, with no slack for a breakdown or a fabric delay.

Cost per piece (₹) Own floor: free minutes Own floor: overtime Job-worker: landed
Sewing labour or quote ~0 extra (₹31.5 fully absorbed) 53.8 30.0 (assumed quote)
Power, supervision, transport 0.5 2.0 0.7 (6 trips × ₹1,500)
Your QC at their unit — — 1.0 (1 checker × 12 days × ₹1,100)
Extra rework and rejection — — 1.1 (+4% rework × ₹8, +0.5% reject × ₹150)
Delay risk, priced — — 4.6 (30% × ₹2 lakh ÷ 13,150)
Total per piece (₹) ~0.5 extra ~55.8 ~37.3
On ~13,150 pieces (₹ lakh) n/a ~7.3 ~4.9

How the labour lines are built:

The labour cost per piece calculator runs this sum with your own wages, PF and ESI.

What the table says. The ~6,850 pieces from free minutes are almost pure margin. Never send those out. For the remaining ~13,150, the job-worker is about ₹18 a piece cheaper even after you price a 30% chance of a ₹2 lakh slip. That is roughly ₹2.4 lakh on this order.

Overtime's extra cost buys control: your QC, your register, no audit surprise.

Where the answer flips. If your evening efficiency holds at 55% instead of 50%, overtime drops to about ₹49 a piece. If the job-worker's real slip risk is 60%, not 30%, their landed cost rises to about ₹42. If the buyer has not approved the subcontractor, the job-work column is not available at any price.

Step 4: the buyer's subcontracting rule

ETI Base Code clause 8.2 says obligations to employees "shall not be avoided through the use of labour-only contracting, sub-contracting, or home-working arrangements." SMETA 7.0, released in June 2024, audits a dedicated section, 8A, "Sub-contracting and Homeworkers are Used Responsibly." Sub-contracting and homeworking is also one of the issue categories Sedex uses to report non-compliances.

In practice, before cut panels go out:

An auditor who sees more output than your hours could produce will ask where it was made.

What cameras can and cannot tell you here

Cameras cannot see a job-worker's floor, set a SAM, or judge stitch quality against the buyer's AQL.

On your own floor, video can make the two inputs this decision depends on more honest. The first is which lines were genuinely idle, and for how long: waiting for bundles, finished early, or stopped after a breakdown. That is your free-minute pool. The second is how fast a line actually reaches rhythm after a style change, which sets the ramp you subtract. Both come from watching lines and work in progress in aggregate, not from tracking people.

Where Mama fits

Mama reads video from the cameras a factory already has, or ones it adds, and every morning sends the owner a short plain-language note on where the sewing floor lost running hours the day before: lines idle, starved for bundles, slow to restart after a changeover. It watches machines and the flow of work, not individual operators, and never ranks people. When a rush reorder lands, the free minutes you count are the ones your floor really had. Leave an email or phone in the form below and Mama will get back to you with where the hours are leaking and a camera plan to watch those spots.

FAQ

Is job work cheaper than stitching in-house for a rush order? Only for the pieces that would otherwise need overtime. Pieces that fit into free line-minutes cost almost no extra wage in-house, so sending them out is usually the most expensive choice. Compare overtime cost per piece with the job-worker's landed cost, including transport, QC, rework and delay risk.

How do I calculate overtime cost per piece? Take the overtime hourly rate (twice the ordinary rate of wages under Section 27 of the OSH Code, 2020), divide by 60, divide by the efficiency your lines actually reach in overtime hours, and multiply by the style's SAM.

Do I need the buyer's permission to subcontract? Check your buyer's code of conduct and supplier manual. SMETA 7.0 audits sub-contracting under its own section, 8A, and ETI Base Code clause 8.2 says obligations to workers cannot be avoided through sub-contracting. Many buyers require each subcontractor to be approved in advance.

What is the job-work rate per piece in Tirupur? No published per-piece rate was found in the public sources we reviewed (checked 17 Oct 2026). Collect two or three written quotes for the exact style and compare them at landed cost.

Does a job-worker need to return my fabric within a time limit? Under Section 143 of the CGST Act, inputs sent without payment of tax must be brought back or supplied onward within one year. Otherwise they are deemed supplied on the day they were sent out. Confirm the paperwork with your CA.
