Factory Cameras in Surat: Weaving, Dyeing and the Night Shift
In Surat, cameras fail from lint, humidity and heat long before analytics matter. Specify sealed housings mounted above the fly plume, then aim at grey-fabric movement and the night shift — where Gujarat's July 2025 ordinance made lighting and CCTV around the factory a condition of employing women after hours.

- Surat is the man-made-fibre capital, and that changes the camera brief. Surat contributes around 40% of India's man-made fabric production and nearly 18% of textile exports (IBEF, Gujarat). Polyester lint is finer and more static-clingy than cotton fly; it finds the inside of a loose dome.
- The night shift is a camera question, not just an HR one. The Factories (Gujarat Amendment) Ordinance, 2025, promulgated 1 July 2025, conditions women's night work on written consent, employment in a batch of not less than 10, not less than 1/3 of night-shift staff female, women security personnel at entry and exit, and "proper lighting and CCTV coverage in and around the factory where the female workers may move out of necessity", plus transport with security guards where each vehicle is equipped with CCTV and GPS (Khaitan & Co).
- Confirm the live text before you build to it. That Ordinance amended the Factories Act 1948 — an Act the OSH Code 2020 replaced when the four labour codes were brought into force on 21 November 2025 (Acuity Law). The conditions have carried over in substance, but check Gujarat's rules under the Code with your Factory Inspectorate rather than quoting the 2025 Ordinance as if nothing moved.
- The national text names CCTV too. The OSH (Central) Rules, 2026 list a workplace "equipped with CCTV surveillance" among the conditions for employing women before 6 a.m. or after 7 p.m. (SCC Online). Central Rules bind central-sphere establishments; a Surat mill answers to Gujarat's state rules, which follow the same shape.
- IP rating is not corrosion resistance. IP66 and IP67 under IEC 60529 cover dust and water ingress only. Nothing in an IP number protects a housing from acetic-acid vapour in dyeing or caustic in bleaching — specify the material separately.
- The money leaves as grey fabric and yarn, not as finished cloth. Beams, cones and grey rolls move between weaving, job-work processors and the market at night, often on tempos with thin paperwork. Cover the loom-shed exit and the grey-godown door, not just the main gate.
- Budget honestly. A 4 MP dome or bullet runs roughly ₹3,500–₹6,000 (colour-at-night models sit at the top of that band or above), installation lands around ₹6,000–₹15,000 per camera all-in on a real factory cable run, and a 24×7 guard post costs roughly ₹75,000–₹1,40,000 a month. All indicative — get three written quotes. Cameras are cheap; the wiring, the housings and the cleaning rota are not.

What Surat does to a camera that Pune does not
Three forces work on your hardware at once, and most installers price for none of them.
Polyester lint. A water-jet or air-jet shed throws a fine synthetic fly that carries static. It lands on the warm front glass and, worse, on the IR ring, where it scatters the illumination back into the sensor at night. An unprotected dome over a loom row can go visibly hazy within weeks. The fix order is placement, then sealing, then cleaning — not a costlier camera.
Humidity. Weaving sheds are deliberately humidified to keep yarn from snapping, and dyeing and printing houses add live steam. A dome that is clear at 4 p.m. can fog at 8 a.m. when the shed cools and the dew point crosses the glass. The answers are physical: a heated-glass dome, an air-purged housing, or at minimum a breather membrane.
Heat. A tin-roofed shed in a Surat May is brutal on electronics mounted at truss height, where the hottest air sits. Mount lower on a column or a purlin drop rather than at the roof apex, and check the camera's rated operating temperature rather than assuming.

The night shift: what Gujarat actually asks for
This is the part with legal teeth for a Surat owner. Weaving and processing run round the clock because a stopped loom is a loom losing money, and the third shift is where the labour supply is tightest. Gujarat opened women's night work with conditions, and several of those conditions are things a camera evidences.

Three cautions. First, status: the Ordinance amended an Act that has since been replaced by the OSH Code, so verify the operative Gujarat rule text before you sign a purchase order against it. Second, retention: state trackers commonly cite 45 days for women's night-shift footage in Gujarat, but treat that as a figure to confirm with your inspectorate before you size storage — see the night-shift CCTV retention checklist and the state-by-state view. Third, direction of view: washroom interiors, changing rooms and rest areas are not areas to cover. You cover the approach — the map of where a camera may not point is in banned camera areas in an Indian factory. Get that wrong and the camera becomes the complaint.
File the penalty in your head too. Under Section 103 of the OSH Code, a contravention causing death carries imprisonment up to two years, or a fine not less than ₹5 lakh, or both (OSH Code 2020). Reconstructing a 2 a.m. incident from memory is not a position you want to be in.
Where a Surat unit actually loses money
Ask owners in Sachin or Pandesara and the vectors are specific, not generic "loss prevention":
- Yarn cones and beams. High value, easy to move, and legitimately in motion all day between creel, warping and the shed. A camera at the yarn store issue point makes the record where the count is made.
- Grey fabric out to job-work. Fabric goes to an outside processor and comes back short, or comes back with the length quietly adjusted. Cover the job-work in/out door with a count view in both directions and reconcile sent against returned.
- Night tempo loading. The highest-yield camera in many Surat units is the one on the loading bay between midnight and 4 a.m., because that is when a vehicle can leave with material and nobody senior is on site.
- Weighbridge and gate. Standard, and covered in gate and weighbridge pilferage cameras.
- Loom stoppage nobody logged. Not theft — but a shed where four looms sat idle for two hours on the night shift can cost more across a year than the yarn that walked.
What cameras will not fix in Surat
Be clear-eyed, because vendor pages will not be.
Cameras do not solve contract-labour churn. Surat runs heavily on migrant contract workers, with high turnover and a supervisor layer that changes with them. A camera can show you who was on the floor; it cannot make a jobber stay, and using footage to police individual output is a fast way to lose experienced hands in a market where they can walk to the unit next door tomorrow. Take an explicit stance: shed-level flow, never individual scoring.
Cameras do not survive a bad electrical or network install. In sheds with unstable supply and long cable runs, most "camera problems" are power and switch problems. Budget for that before you budget for analytics.
Cameras do not replace a guard everywhere. A guard opens gates, signs papers and deals with a person at the door. What a camera can displace is the second and third post that exists only to watch a corner — see guard vs AI cameras before you cut any headcount.
Cameras create a data obligation. Once you record workers you are handling personal data under the DPDP regime, which means a notice, a stated purpose, a retention limit and a named person responsible. Do the worker CCTV privacy notice in the languages your floor actually reads — a notice your migrant workforce cannot read is not a notice.
Cameras do not clean themselves. In a lint environment, an uncleaned system degrades toward useless within a season. If nobody owns the wipe-down rota, do not buy the system.
If you do one thing this month
Walk your loom shed and your dyeing hall at 8 a.m., before the sun burns the damp off, and look at every dome. Fogged, hazy, or fly-caked means the plan was written by someone who has never stood in a Surat shed in monsoon. Fix housing and mounting first. Then aim eight cameras at the yarn issue point, the job-work door, the grey godown, the loading bay and the night gate — and only then talk about analytics.

Is CCTV legally mandatory in a Surat textile factory? Not as a blanket rule for the whole plant. What IP rating do I need for a Surat dyeing house? IP66 for steam and wash-down areas, IP67 where water pools, per IEC 60529. But specify the housing material separately — stainless or a coated polymer — because IP ratings say nothing about resistance to acetic-acid or caustic vapour. Add a heated dome or air-purged housing if domes fog at shift start.
Does the Factories Act 1948 still apply to my unit? No. The OSH Code 2020 replaced it — along with 12 other central labour laws — when the four labour codes were brought into force on 21 November 2025, with Central Rules notified in 2026. How much should eight cameras cost me in Surat? Indicatively ₹3,500–₹6,000 per 4 MP camera, ₹6,000–₹15,000 per camera installed all-in on a real factory cable run, plus a recorder and drives. Sealed, heated or purged housings for the dyeing and loom zones sit above that. Budget the housings up front rather than discovering them later, and get three written itemised quotes.
Will cameras stop yarn and grey fabric theft? They shift it and they settle disputes; they do not eliminate it. The highest-yield placements are the yarn issue point, the job-work in/out door and the night loading bay — where material legitimately moves, so the record is made at the moment of the count. A camera only at the main gate catches the least of it.
Can I use footage to measure a weaver's output? Technically yes; you should not. Individual scoring in a high-churn migrant workforce is an industrial-relations risk and increasingly a data-protection one. Use shed-level flow — which loom rows are stopped, how long, and why — and keep the analytics off named individuals.
