Who Actually Makes India's Certified CCTV Cameras: BIS Registrants Behind Each Brand (Oct 2026)
As of 16 Oct 2026, the BIS CRS list of CCTVs complying with Security ER names 56 manufacturers on 83 R-numbers, but only 35 of them hold network-camera (Security-ER) models. Six registrants make several brands each: Ail Dixon (CP Plus, Qubo, Nexivue, Norden), Matrix, Prama India, Warner (Godrej, Trueview and five more), VVDN and Vivotek.

Multi-brand registrants: one factory, several brands
A "manufacturer" here is the entity BIS prints in "Name of Manufacturer" for the R-number. Counts are distinct model strings per R-number, as printed on the BIS CRS list on 16 Oct 2026.
| Registrant (as printed by BIS) | Country | Brands on its R-numbers | Security-ER models (count) | Analog models (count) | Source |
|---|---|---|---|---|---|
| Ail Dixon Technologies Pvt Ltd | India | CP PLUS (R-66000299), Qubo (R-66001546, R-66002690), NEXIVUE (R-66003824), NORDEN (R-66003867) | 162 (100 + 27 + 23 + 12) | 133 | BIS CRS |
| Matrix Comsec Pvt Ltd | India | MATRIX, PRIZOR, NEOS, GANZ, PANASONIC | 107 (63 + 14 + 18 + 10 + 2) | 0 | BIS CRS |
| Prama India Pvt Ltd | India | PRAMA, iDADA, Secureye | 87 (77 + 2 + 8) | 116 | BIS CRS |

| Vivotek Inc. | Taiwan | VIVOTEK, MARCH networks | 20 (18 + 2) | 0 | BIS CRS |
These six registrants hold 464 of the 927 Security-ER model entries on the BIS list (50%, checked 16 Oct 2026). Hanwha Vision Vietnam also holds two R-numbers, but the second (R-41256552, 11 analog models) has no brand printed, so it is not counted as multi-brand.
Brands made by more than one registrant
The same logo can sit on R-numbers held by two or three different manufacturers. A buyer checking a model must match the exact R-number, not just the brand.

Where brands differ
CP Plus is not "made by Dixon" today. BIS lists CP PLUS models under Ail Dixon Technologies (R-66000299, valid to 20 May 2027). Per CARE Ratings (April 2026), Ail Dixon began in May 2017 as a 50:50 joint venture of Aditya Infotech and Dixon Technologies and started making CCTVs and DVRs in January 2018. Dixon's own 10 Sep 2024 disclosure records CCI approval, on that day, of the transfer of its entire 50% stake to Aditya Infotech in a share swap, with closing still subject to other conditions. Aditya Infotech's Draft Red Herring Prospectus (30 Sep 2024) states that Ail Dixon became its wholly owned subsidiary with effect from 18 Sep 2024. CARE gives 10 Sep 2024 as the completion date; the company's own filing gives 18 Sep. Aditya Infotech itself is Indian-held: Indian promoters held 74.71% and foreign promoters 0% at 30 Jun 2026 (shareholding pattern). Its China links are commercial: it has been Dahua's exclusive distributor in India since 2023, per its RHP of 23 Jul 2025.
Prama and Prama Hikvision are separate registrants. Prama India Pvt Ltd holds all PRAMA-branded Security-ER entries (77 on R-71014834). Prama Hikvision India Pvt Ltd (R-71004456) holds 376 analog-column models and no Security-ER models (checked 16 Oct 2026). Their owners differ too: Prama India's annual return shows two Indian individuals holding 100% at 31 Mar 2025 (MGT-7 FY2024-25), while Prama Hikvision India's latest published return names Hangzhou Hikvision as a 58% holding company at 31 Mar 2023 (MGT-7 FY2022-23).
Honeywell's own registration uses a contract plant for at least some models. The R-91003883 registrant is Honeywell International India. Its STQC ER/078 certificate (issued 13 Nov 2025, four HC50 network-camera models) prints the manufacturing location as VVDN Technologies, IMT Manesar. The BIS list prints the registrant and its "Address of Manufacturer", not a plant per model, for all 44 models (checked 16 Oct 2026).
Self-registered brands. Hi-Focus (64 ER models), Sparsh via Samriddhi Automations (89), Securus (20), Velvu (20), MAS-TEL via XYZ Digital (20) and Havells (5) are each registered by a single company carrying one brand (BIS CRS, checked 16 Oct 2026).
Panasonic's two entries are made in India by Matrix. The PANASONIC R-number (R-72017680, valid to 28 Sep 2031) belongs to Matrix Comsec, not to a Japanese registrant. The i-PRO brand is registered separately by i-PRO Co., Ltd., Japan (R-41245950, 16 models).
Status and validity flags
| Item (BIS CRS, checked 16 Oct 2026) | Value |
|---|---|
| R-numbers on the list | 83 |
| Status "Registered" | 74 |
| Expired / Deferred / Cancelled | 5 / 3 / 1 |
| R-numbers with Security-ER models | 57 |
| R-numbers with analog models only | 26 |
| Registrants based in India (all / ER-holding) | 35 of 56 / 23 of 35 |
| Security-ER model entries (distinct strings) | 927 (925) |
| Earliest active ER expiry | MARCH networks R-41240982, 17 Nov 2026; Qubo R-66001546, 19 Nov 2026 |
The one Cancelled R-number (R-71011460, Pacific Cyber Technology) holds 64 analog models. The two expiries in November 2026 cover 7 Security-ER models. Two VVDN models appear twice because they are on both the EQUUS and VYONIX R-numbers, which is why 927 entries hold 925 distinct strings.
What breaks in a factory
- Spares and RMA. When two registrants make the same brand, firmware and spare boards can differ by R-number. Record the R-number from the box label at installation, not only the model.
- Expiry mid-project. A rollout planned over 2–3 months can cross an expiry date. On 16 Oct 2026, two Security-ER R-numbers expire within 40 days.
- Analog column confusion. Models in the "Analog CCTV Camera Models" column are not in the Security-ER column. A DVR-based retrofit that cites them is not citing Security-ER compliance.
- Heat, dust and long runs. Registration says nothing about IP rating, operating temperature or PoE reach on a 90 m run. Those come from the datasheet of the exact model.
When to call the installer / what to ask the vendor
Ask for three things in writing: the R-number printed on the unit, the registrant name that matches it on the BIS list, and the validity date. Then check the model on the Certified CCTV Finder or the CCTV Certificate Checker. The step-by-step lookup is in how to check a CCTV camera's BIS R-number. For the wider certification picture see the STQC/BIS-approved CCTV list explained and which brands manufacture locally.
Whichever registrant made the cameras, Mama reads existing network cameras over RTSP/ONVIF and tells the owner each morning where machines stood idle. More at askthemama.com. Leave an email or phone in the form below.
