Sunday Overtime or a Second Shift for an OEM Ramp-Up: Which Costs Less?
Your OEM wants 25% more parts for three months. Is Sunday overtime or a second shift cheaper? On an assumed 40-machine Chennai shop, as of 17 Oct 2026, a partial second shift costs about ₹217 per useful machine-hour against ₹248 for Sunday-plus-weekday overtime, and wins once the ramp lasts longer than about seven weeks.
By the Mama Editorial Team. We write about where hours and money leak on Indian factory floors. Last checked: 17 Oct 2026. Every ₹ figure below is either an explicitly labelled assumption or taken from the cited primary source.
Key takeaways
- Overtime costs twice the wage. OSH Code, 2020, s.27 sets overtime at "twice the rate of wages" (basic plus DA) and requires the worker's consent; your state's rules set the overtime ceiling. A second-shift hour is paid at the ordinary rate.
- Sunday is often a seventh day. OSH Code s.26(1) says no worker may work "more than six days in any one week". If your crew already works Monday to Saturday, Sunday work needs a state exemption, and s.26(3) then owes a compensatory holiday within that month or the two months after.
- One Sunday is not enough for +25%. Eight Sunday hours add one-sixth (16.7%) to a 48-hour week. Reaching +25% on overtime alone means about 12 extra hours a worker a week, or 156 hours over a 13-week quarter.
- 156 hours is above the 144-hour reference in the OSH (Central) Rules, r.69(4) (G.S.R. 345(E), 2026). Your state sets the ceiling that binds your factory.
- The second shift carries set-up costs (hiring, training, supervisor, transport) and overtakes overtime after about seven weeks under our assumptions.
- Fatigue is a cost, not a footnote. In wartime munition plants, weeks without a rest day produced about 10% less output at the same weekly hours (Pencavel, IZA DP No. 8129, 2014).
The decision in one sentence
Overtime buys hours at twice the price; a second shift buys them at the normal price but costs money to set up. This page compares the two, plus a mixed plan, for a ramp-up you know will end. If you are deciding on a permanent third shift instead, read Running a Third Shift in India and use the third-shift payback calculator. What the law text fixes before you count rupees
Five provisions of the OSH Code, 2020 shape this choice. We quote them from the Gazette text; the Codes took effect on 21 November 2025, and for a factory the state government makes the working rules.
Eight hours a day. Section 25(1)(a) caps work at "eight hours in a day"; intervals and spread-over are left to the government.
Six days a week. Section 26(1) says no worker "shall be allowed to work in an establishment for more than six days in any one week". The section does not name Sunday; the weekly holiday is whichever day your plant fixes.
Exemptions come with a payback. Section 26(2) lets the appropriate government exempt workers by notification. Section 26(3) says a worker who loses a weekly holiday that way gets "compensatory holidays of equal number" within the same month or the two months after.
Overtime is 2× and needs consent. Section 27 pays overtime "at the rate of twice the rate of wages", calculated daily or weekly "whichever is more favourable to such worker". A worker can be required to work overtime only "subject to the consent of such worker". The government may prescribe the total overtime hours.
Women after 7 pm. Section 43 allows women to work "before 6 a.m. and beyond 7 p.m." with consent and prescribed conditions, so women on a second shift ending at 1 am need both. Tamil Nadu's own conditions apply in our example.
The OSH (Central) Rules, 2026 bind central-sphere establishments, not a private factory, but are a useful reference (G.S.R. 345(E)): r.64 caps the week at 48 hours, and a proviso under r.69(4) bars overtime "exceeding one hundred forty-four hours in any quarter". Our guide to Labour Codes for a 200–1000 worker plant covers what your state has and hasn't notified.
For a six-day crew, Sunday overtime is a seventh-day plan, and it gives days back later. If the compensatory holidays fall inside your ramp, part of the Sunday capacity is returned on a weekday.
The plant in our example
Every plant figure below is an assumption for illustration. Replace each one with your own.
- Shop: 40 CNC and VMC machines making parts for one OEM, in a Chennai Corporation area.
- Today: one 8-hour shift, Monday to Saturday (48 machine-hours a week per machine), 50 workers.
- The ask: +25% for 13 weeks: 12 extra hours per machine, or 480 machine-hours a week.
- Wage: ₹600 a day basic plus DA for a skilled operator, or ₹75 an hour. Overtime at 2× is ₹150 an hour.
Where the wage floor comes from. Tamil Nadu's minimum wage for the General Engineering and Fabrication Industry is set by G.O.(2D) No.67 of 13 November 2017, issued under the Minimum Wages Act, 1948. For Zone A, which covers district headquarters, corporations and municipalities, the basic rate for a skilled worker is ₹278.50 a day.
The same order adds ₹42.35 a month in variable DA for every point the average Chennai City Consumer Price Index rises above 161 (base 2001=100), revised each 1 April. The Labour Department's minimum wages page lists no newer General Engineering order, and its published cost-of-living table ends in November 2019 (both checked 17 Oct 2026), so take the current DA from your compliance records. Operators are usually paid above the floor, hence the assumed ₹600.
Three ways to find 480 machine-hours a week
Option A: Sunday plus weekday overtime. All 50 workers do an 8-hour Sunday plus 4 weekday hours: 12 overtime hours each. Assume an overtime hour yields 85% of a normal hour (see fatigue below).
Option B: a partial second shift. Run 10 of the 40 machines on a second shift, six days: 10 × 48 = 480 machine-hours, with 13 new hires. Assume the ramp parts can be routed to those machines and new hires yield 90%.
Option C: mixed. One hour of weekday overtime for all 50 workers (240 machine-hours) plus a second shift on 5 machines with 7 hires (240 machine-hours), both at 90%: one extra hour a day tires less than a seventh day.
The ₹ comparison for a 13-week ramp
All rows are weekly costs in ₹. Wages only, before employer PF and ESI.
| Weekly cost item (assumption) | A: Sunday + weekday OT (₹/week) | B: partial second shift (₹/week) | C: mixed (₹/week) |
|---|---|---|---|
| Overtime wages at 2× | 90,000 (50 × 12 h × ₹150) | 0 | 45,000 (50 × 6 h × ₹150) |
| Ordinary wages, new hires | 0 | 46,800 (13 × ₹600 × 6) | 25,200 (7 × ₹600 × 6) |
| Supervision | 6,000 (Sunday cover) | 8,077 (₹35,000/month supervisor) | 4,000 (lead-hand allowance) |
| Extra security guard | 0 | 4,154 (₹18,000/month) | 4,154 |
| Lighting and base power | included below | 3,000 | 3,000 |
| Canteen (₹60/meal) and Sunday running | 5,000 | 4,680 | 2,520 |
| Drop transport after the late shift | 0 | 12,000 | 8,000 |
| Hiring and training (₹15,000/hire, spread over 13 weeks) | 0 | 15,000 | 8,077 |
| Total (₹/week) | 1,01,000 | 93,711 | 99,951 |
| Useful machine-hours a week (h) | 408 (480 × 85%) | 432 (480 × 90%) | 432 |
| Cost per useful machine-hour (₹/h) | 248 | 217 | 231 |
| Overtime hours per worker in the quarter (h) | 156 | 0 | 78 |
Over 13 weeks, Option A costs about ₹13.1 lakh and Option B about ₹12.2 lakh: too close for the ₹ alone to decide.
How long the ramp lasts changes the winner
Option B's hiring cost is a fixed ₹1,95,000 (13 × ₹15,000) that shrinks per week as the ramp lengthens; Option A's ₹248 stays flat.
| Ramp length (weeks) | A: Sunday + weekday OT (₹ per useful machine-hour) | B: partial second shift (₹ per useful machine-hour) | C: mixed (₹ per useful machine-hour) |
|---|---|---|---|
| 4 | 248 | 295 | 273 |
| 7 | 248 | 247 | 247 |
| 13 | 248 | 217 | 231 |
| 26 | 248 | 200 | 222 |
Under these assumptions, the second shift breaks even with overtime at about seven weeks. Put your own wage, crew and hiring cost into the overtime cost calculator to find your break-even week.
If "three months" may become six, Option B's cost per hour keeps falling, while Option A's 156 hours would repeat into a second quarter.
Fatigue and quality: the cost the table only half shows
The 85% we assumed for overtime hours is a placeholder, not an Indian measurement. It is informed by one of the few studies with output data by hour.
John Pencavel re-analysed British munition workers' records from 1914–1918 (Pencavel, "The Productivity of Working Hours", IZA DP No. 8129, April 2014). He found that weeks without a day of rest "had about ten percent lower output" than weeks with Sunday off, holding weekly hours constant.
It also found output rose in proportion to hours only up to about 49 hours a week; a 48-hour shop moving to 60 is past that point.
Night work was "not less productive than day work" when crews alternated weeks, which supports Option B if you rotate crews.
In an auto-ancillary shop, fatigue shows up as scrap late in a long day and first-piece rejections after Sunday. One quality escape to the OEM during a ramp can cost more than the overtime bill. Track rejections by shift and by weekday.
What overtime keeps and a second shift loses
- No hiring risk. If you can't hire 13 trained CNC operators in two weeks, Option B starts late.
- Known hands. Existing operators know the parts, gauges and OEM quality plan; a new hire's first scrap is yours.
- Easy exit. Overtime stops the week the ramp ends. A second shift leaves 13 people to retain or redeploy.
- Take-home pay. Many workers welcome a quarter of overtime, and s.27 makes their consent the condition.
The second shift, in turn, keeps every worker on a six-day week, stays inside any quarterly overtime ceiling, and leaves Sunday free for maintenance.
A practical way to run the mixed plan
- Run the late shift only on the bottleneck machines where the ramp parts queue.
- Hire from week one and cover the gap with weekday overtime while the new crew trains.
- Keep Sunday for maintenance.
- Count useful hours, not booked hours. Compare good parts per machine-hour on the normal shift, the overtime window and the second shift each week.
- Check the overtime register against the quarter so each worker stays inside your state's ceiling.
What cameras can and can't tell you here
What a camera can see. Whether each machine is cutting, idle or waiting, on every shift including Sunday, and whether the second shift's 10 machines really run 48 hours a week. Head counts only in aggregate.
What a camera can't see:
- Consent and exemptions. Who agreed to overtime, and whether your state exempted the plant from s.26, live in your records.
- Wages. Rates and hours paid live in payroll.
- Part quality. A running machine can still make out-of-tolerance parts; that comes from inspection.
- Individual fatigue. Footage should not be used to judge or rank workers.
Tell workers what is recorded and why. The DPDP worker CCTV notice shows how.
Where Mama fits
Mama reads a factory's existing cameras, or cameras it adds, and every morning sends the owner a short plain-language note on where machine hours leaked the day before. During a ramp, it shows whether Sunday and second-shift hours became running machines or machines waiting for material and setters. Mama watches machines and flow, counts people only in aggregate, and never names or ranks anyone. Mama can draw a camera plan for the machines that carry the ramp. FAQ
Is Sunday overtime legal in India under the Labour Codes? OSH Code, 2020, s.26(1) says no worker may work more than six days in any one week. The law does not name Sunday; it limits days. If your crew already works six days, a seventh day needs a state exemption under s.26(2), and s.26(3) then gives a compensatory holiday within that month or the two months after.
What is the overtime rate for a factory worker? Twice the rate of wages under OSH Code s.27, calculated daily or weekly, whichever favours the worker, and only with the worker's consent. The Code on Wages, 2019, s.14 sets the same floor of not less than twice the normal rate.
How many overtime hours are allowed in a quarter? Your state sets the ceiling. The OSH (Central) Rules, 2026, r.69(4) refer to 144 hours, but bind central-sphere establishments. In our example, +25% by overtime alone needs about 156 hours a worker.
When is a second shift cheaper than overtime? When the ramp is long enough to spread the set-up cost: about seven weeks under our assumptions for a 40-machine shop.
Does a second shift produce less than the day shift? New crews start slower, hence our 90%. Pencavel's munition-worker study found night work no less productive than day work when crews rotated.
